MINUTES FOR FEBRUARY 3, 2010

 

President Carolyn Miller opened the meeting at 7:04 p.m. following the Pledge of Allegiance and a moment of prayer.  Of the seventeen (17) Directors of BLTRA, six (6) were present representing a quorum.  The meeting was held at the Fire Territory Training Building located at 470 Northfield Drive in the large conference room.

A motion was made by Pat Paterson to approve the minutes from the January, 2010 meeting without any corrections or changes.  Becky Wright seconded the motion which carried.

Treasurer Charmaine Miller provided the Treasurer’s report.  As of February, 2010 we have a balance of $ 456.41.

Treasurer Miller advised that the cost of maintaining our Post Office box is $113.00 per year.  All members voted to pay the cost of the Post Office box rental for another year. 

Bill Sibbing advised that our status as a legal registered entity with the State of Indiana lapsed because of a failure to pay the annual fee of $10.00.  It will cost $30.00 to reinstate our status.  Bill believes that we need to continue to be recognized by the State and that we need to proceed with reinstatement. 

Treasurer Miller advised that for her convenience she will be moving the BLTRA account to Fifth Third Bank.

NEW BUSINESS

Our continuing need for District Vice Presidents was discussed.  Mike Starkey agreed to serve as Vice President for Districts IV and VI.  All districts now have representatives.  Mike believes that we need to return to the practice of having the individual vice presidents be responsible for any petitions which arise within their district.   All members agreed.  From here on out, we will return to that practice.  Vice presidents will now be responsible for contacting the developers and residents in advance of our monthly meeting to obtain information regarding the petitions for presentation at the meetings. 

President Miller next discussed the BLTRA Code of By-Laws and provided a copy to each member asking them to review the By-Laws to re-familiarize themselves with them. 

Bill Sibbing discussed the fact that all vice presidents need to familiarize themselves with the local zoning codes.  Zoning ordinances are written for specific rules.  A decision was made to ask Todd Barker, Director of Planning & Building, to speak at one of our upcoming meetings to educate us as to the various zoning codes.  It was also suggested that we ask Town Manager, Dale Chetham, and District 2 representative, Eric Wathen, to speak at upcoming meetings.    

State Senator Connie Lawson’s recent bill seeking removal of the commissioners with replacement of elected officials was briefly discussed.  It was noted that Tyler Starkey recently replaced Steve Ostermeier on the Brown Township Assessor’s Board.  Finally, the concept of combining townships was discussed.  Doing so would actually give us a say as to what happens in our township.  Right now we have no say at all.   

There being no further business to discuss, the floor was opened for final comments.  There were none.  With no further business before the Association, Charmaine Miller moved for adjournment and the motion was seconded by Randy Weiss.  The meeting adjourned at 8:15 p.m.
