Minutes of the March 3, 2010
Meeting
President Carolyn Miller opened the meeting at 7:03 p.m. following the Pledge of
Allegiance and a moment of prayer. Of
the 16 Directors of BLTRA, six were present representing a quorum. The meeting was held at the Fire Territory
Training Building
located at 470 Northfield Drive
in the small training room.
The first order of business was to approve the minutes of
the February meeting. Bronwen Mantlo
made a motion to approve the minutes without any changes or corrections being
noted. The motion was seconded by Becky
Wright and passed unanimously thereafter.
Treasurer Charmaine Miller reported that we have a balance
as of March 1, 2010
of $353.47.
ANNOUNCEMENTS & CORRESPONDENCE
President Miller announced that Todd Barker, Director of
Planning and Development for the Town, will be our guest speaker at our April,
2010 meeting.
OLD BUSINESS
None.
NEW BUSINESS
A brief discussion regarding the additional taxpayer
appropriation for the Town being considered on March 11, 2010 was discussed. No one present at the meeting had any
information about the appropriation. It
may be a tax for the rainy day fund that the Town has considered in the
past.
LAND USE AGENDA
Rolling Hills, LLC – Hendricks County
Advisory Plan Commission #ZA 305/10.
This is a request to amend PUD Ordinance 2004-21 and 2007-14 within the
Village of Heritage Hills subdivision.
There were strict building requirements when the PUD was approved. The homeowners’ association now wants to
reduce the requirements which would include the use of hardy plank for
exteriors instead of brick. After a
brief discussion, Bronwen Mantlo made a motion that the Association Oppose the
petition as presented based upon the belief that the higher standards and
commitments should be upheld. Jean
Perrault seconded the motion. The motion
passed with a vote of the Directors present of 6-0-0 (Oppose -support-
abstain).
Rolling Hills, LLC – Hendricks County
Advisory Plan Commission #ZA 687/10.
This petition seeks to vacate the Horizontal Property Regime for phase 2
for the Camargo Club subdivision and to institute a fee simple lot
project. After a general discussion,
Charmaine Miller made a motion that we Take No
Position on this petition. Bronwen
Mantlo seconded the motion. The motion
passed with a vote of the Directors present of
6-0-0 (Oppose -support- abstain).
Rolling Hills, LLC – Hendricks County
Advisory Plan Commission #ZA 726/10.
This petition seeks to record rather than to modify the existing
Horizontal Property Regime transitioning Camargo Club to a fee simple lot
subdivision by adding certain development standards to the PUD Ordinance. After a general discussion, Bronwen Mantlo
made a motion that we Take No Position on this
petition. Jean Perrault seconded the
motion. The motion passed with a vote of
the Directors present of 6-0-0 (Oppose -support- abstain).
All three Rolling Hills petitions will be heard before the
HCAPC on March 9, 2010.
There being no further petitions to discuss and no further
business before the Association, Becky Wright made a motion for
adjournment. The meeting adjourned at 7:35 p.m.
