Minutes of the April 7, 2010
Meeting
President Carolyn Miller opened the meeting at 7:00 p.m. following a moment of
prayer. Of the 16 Directors of BLTRA, six
were present representing a quorum. The
meeting was held at the Fire
Territory Training
Building located at 470 Northfield Drive
in the small training room.
GUEST SPEAKERS
President Miller introduced Todd Barker, Director of
Planning and Development for the Town, and Jon Blake,
Assistant Director of Planning and Development who were guest speakers at the
meeting. Todd and Jon provided a very
informative slide presentation and discussion of the zoning rules and
regulations for the Plan Commission and BZA.
They provided members with a hand-out outlining their presentation. Following the conclusion of
their presentation, the BLTRA proceeded with their business meeting as follows:
Charmaine Miller made a motion that the minutes of the
March, 2010 meeting be approved without any changes or corrections being
noted. The motion was seconded by Becky
Wright and passed unanimously thereafter.
A treasurer’s report was not asked for or provided during
the meeting.

LAND USE AGENDA
TOWN OF BROWNSBURG
BOARD OF ZONING APPEALS
WHK, LLC, 2010-05BZA. The Petitioner, Richard Gardner, provided a very nice
presentation regarding a use variance from the zoning ordinance for lot number
8 in the William E. Thompson Subdivision commonly known as 21 North Grant Street in Brownsburg, Indiana. Mr. Gardner seeks permission to use the
property as a residence in the C-3 commercial district after a complete remodel
of the existing property including the construction of an attached garage. Mr.
Gardner explained that he and his wife plan to live at the property following
the conversion of it into a home. They
have been cleaning up the property for several months. The original plans as presented are being
modified to include only a two car garage.
The third bay, originally planned to house an automobile, will be
instead converted into a breezeway. All
neighbors on North Grant Street
have been previously notified of the plans and all support the plans. Banning Engineering is the project
engineer. The BZA hearing date is April 12, 2010. Ken Roe made a motion to support the
petition as presented with the anticipated modifications to the plans. A second was made to the motion by Mike Starkey
and a roll call vote of the Directors present revealed that the motion passed
by a vote of 6-0-0 (Support-Oppose-Abstain).

ADVISORY PLAN COMMISSION
HERITAGE
HILLS PUD, PCCZ-3-10-1032. President Miller
announced that this petition will be heard at the May, 2010 meeting
instead. She informed those present that
there are certain issues surrounding Rolling Hills, LLC’s
request for annexation to the town of Brownsburg
which are currently being negotiated.
BROWNSBURG
SQUARE, 2010-05P. Petitioner Elaine
Ash was not present for the meeting. She
seeks to rezone lot number 2 in Brownsburg
Square which consistsof
3.7 acres from I-1 to C-3 so that the zoning is consistent with the current use
of the property. A very brief discussion
on this petition was had before Mike Starkey made a motion to support
the petition as presented. A second was
made to the motion by Ken Roe and a roll call vote of the Directors present
revealed that the motion passed by a vote of 6-0-0 (Support-Oppose-Abstain). The BAPAC hearing
date on this petition is April
26, 2010.
There being no further petitions to discuss and no further
business before the Association, Becky Wright made a motion for
adjournment. The meeting adjourned at 7:30 p.m.
